Launched in 2020, PEJ’s project “Protecting Human Rights and Promoting Justice in Ethiopia through Evidence Collection and Documentation” aims to increase justice and accountability for serious human rights abuses in Ethiopia and improve human rights protection and observation over the next three years. Specifically, PEJ will work closely with civil society organizations, lawyer associations, human rights defenders, and the Ethiopian Human Rights Commission to build capacity in evidence collection and preservation, as well as case strategy and advocacy. Specific program objectives are: 1) Increased capacity of these groups to investigate, document, and report serious human rights abuses in line with international standards for evidence collection and preservation; 2) increased capacity of groups to pursue accountability measures for serious human rights abuses in relevant legal and non-legal fora; 3) increased coordination and cooperation between civil society organizations and the Human Rights Commission to monitor, document, and report on serious human rights abuses.
Duties and deliverables:
The JLC will work closely with the Program Director and Legal Officer to support case development and strategy. The JLC will also support the Country Director in developing training materials and conducting training sessions for CSOs, lawyer associations, and HRDs. Finally, the JLC will also support the Program Director in mentoring and advising partners, including CSOs, lawyer associations, and other partners.
Generally, the JLC will support the Ethiopia team at PEJ through:
Serving as a team member for the implementation of the projects.
Contributing to the development of project work plans.
Contributing to the fulfillment of all project activities.
Coordinating the implementation of the assigned projects with PEJ’s international partners and local stakeholders.
Providing all necessary support to the Program Lead and PEJ’s senior management.
Contributing to grant reporting and any other regular reporting needs.
Specifically, the JLC will also be responsible for the following duties:
Conducting research and drafting legal analysis memoranda on a variety of issues.
Conducting legal analysis and drafting legal documents.
Developing and advising partners on case strategies.
Working closely with partner organizations, including CSOs and Lawyer
Associations, to provide mentoring, advisory services, and coordination.
Working closely with HRDs to provide mentoring and advisory services.
Developing training materials and training partners.
Assisting with case management and document review.
A Law degree and current qualification as a lawyer.
A minimum of 3 years of legal experience in public international law, including international criminal and human rights law. Human rights litigation experience is desired.
Experience working with civil society organizations.
Experience in drafting legal memoranda and legal documents.
Experience in evidence analysis and preserving evidence.
Experience assisting in conducting and delivering training on human rights law is desired.
Ability to work independently. Ability to work in high-pressure or complicated work environments.
Complete working fluency in English is required. Fluency in Amharic or additional Ethiopian languages will give an advantage.
Proficiency drafting legal briefs in English.
Excellent practical knowledge of MS Word, MS Excel, and Google Workspace.
