I. About Project Expedite Justice 


PEJ, a 501(c)(3) charitable organization, was founded in 2016 by Cynthia Tai, a former prosecutor in the U.S. and at the International Criminal Court in the Hague. With an increase in mass atrocities worldwide, PEJ believes now more than ever that there is an overwhelming need to empower local populations seeking justice. By partnering with local organizations, we train lawyers, investigators, and human rights defenders to have the skills necessary to collect and preserve evidence in a manner that meets international legal standards.


Together, PEJ’s staff and Board have decades of experience in international legal matters. Working in partnership with local organizations, we bring evidence of atrocities to the forefront in legal arenas, including international, regional, or national systems.



II. Job Description 


The Legal and Program Director provides strategic leadership and oversight, program management, fundraising support, donor management, and staff development for PEJ. Reporting to the Executive Director, the L&PD is responsible for program design and management, overseeing the technical and operational quality of our programs, managing grants and fundraising efforts, and providing high-level leadership to our Senior Management Team and Program Directors.



III. Duties and deliverables


The Legal and Program Director will work within three key performance areas: Program Management, Fundraising and Grants Management, and Leadership. 



Program Management 


  • Ensure the programs delivers high quality results;

  • Monitor and advance technical and operational quality of programs, including development of quality benchmarks; soliciting inputs for design of new programs, and cultivating ideas for innovation;

  • Lead on developing and ensuring quality framework standards are met and procedures are followed throughout project cycles;

  • Provide technical guidance on the design and implementation of assessments and evaluations, including reports;

  • Participates in trainings and drafting and reviewing of training curriculums;

  • Manages cases through investigations; case management and coordination.


Fundraising and Grants Management


  • Identify new funding opportunities by monitoring and analysing donor strategies and funding trends;

  • Research and advise the ED on the benefits and challenges of pursuing different funding streams;

  • Provide leadership in the development of new program design;

  • Manage the development and review of concept notes and proposals;

  • Guide the fundraising team to lead and facilitate effective cross-program coordination for all proposal development and project revision processes;

  • Ensure all proposal outputs are accurate, complete, and of high quality prior to submission;

  • In collaboration with the Operations Manager ensure relevant, responsive, and donor-compliant support to program delivery and operations departments in the post-award management of grants;

  • Support the Operations Manager and Projects Coordinator to ensure that quality donor reports are generated and submitted to donors in a timely manner;

  • Maintain a strong working relationship with donors;

  • Participate in donor meetings together with the ED as required.


Leadership and Management 


  • Engage in long-term strategic planning for PEJ;

  • Implement opportunities for personal and professional leadership development;

  • Provide high level leadership to PEJ Senior Management Team and Program Directors including:

  • Regular one on one meetings with all direct reports;

  • Leadership of management team composed of Program Directors of each program area;

  • Effective delegation of duties and responsibilities;

  • Consistent and ongoing feedback and communication.



IV. Qualifications 



Education and Experience:


  • A minimum of a law degree, and preferably a master's degree in a relevant field such as international criminal law, human rights, or public policy;

  • At least 10 years of relevant experience, including experience in program management, fundraising, and leadership. Experience working in an international NGO or a similar organization.

Program Management:

  • Strong fundraising and grants management skills, including the ability to identify and pursue funding opportunities, develop proposals and concept notes, and manage the post-award management of grants;

  • Experience in donor relationship management and reporting, as well as a strong understanding of donor compliance requirements.


Leadership Management:


  • Strong leadership skills and experience, including the ability to engage in strategic planning, provide leadership to senior management teams and program directors, and delegate duties and responsibilities effectively;

  • Experience in personal and professional leadership development, as well as providing ongoing feedback and communication to staff.


Other skills and qualifications:


  • Excellent communication and interpersonal skills;

  • Ability to work independently and as part of a team;

  • Strong analytical and problem-solving skills;

  • A deep commitment to human rights and social justice.


Overall, the ideal candidate for this role should be a highly experienced and skilled professional who can lead and manage programs effectively, build strong relationships with donors, and provide leadership to the senior management team and program directors.
