Senior Legal Consultant - Sudan Program

Who are we? 


Project Expedite Justice (PEJ) is a United States-based NGO with 501(c)(3) charitable organization status founded in 2016. 


PEJ's mission is to use all available legal options to seek justice for individuals who are inadequately protected under the law, who cannot access legal resources, and who are exploited by governments, corporations, or others. 


PEJ applies a novel, victim-centered approach to addressing mass atrocities. PEJ's three-step model includes training, mentoring, and providing independent legal consulting. We partner with and train local lawyers and investigators to collect, analyze, and preserve evidence according to international legal standards. Without evidence, there can be no accountability. We further build local capabilities and advance the justice process through case-specific mentoring and strategic guidance to local legal practitioners and investigators. Finally, we partner with local NGOs, pro bono law firms, and legal clinics to represent victims of international crimes and serious human rights abuses in court or alternative judicial mechanisms. 


We have projects in various countries and are an inclusive team that includes people working remotely from many different places, including several countries in Africa, Asia, Europe, South America, and the USA. We are deeply committed to increasing the opportunity for lawyers from the global majority or global south to participate in international Rule of Law-based non-profits. What is the job?


The Senior Legal Consultant will support PEJ's role in the project, "Informed Communities Mobilized Against Corruption (ICMAC)," which is part of our program activities in Sudan.


The ICMAC project aims to empower Sudanese media and civil society to hold corruption perpetrators accountable for human rights violations. ICMAC's approach is informed by extensive evidence of the limited effectiveness of anti-corruption interventions reliant solely on a top-down approach. Citizens need information and skilled intermediaries to effectively monitor reforms and demand improved policies as the fight against corruption is underway in the political arena. For advocacy efforts to succeed, they must be based on reliable, quality evidence. This can result in shifting the public narrative towards more human rights-based anti-corruption approaches, emphasizing reparations to victims and communities and tackling impunity.


The Senior Legal Consultant will be a member of this project's implementing team and participate in all relevant activities as needed. Their primary focus will be to develop the capacity of civil society, including legal professionals, to enforce or deploy non-governmental anti-corruption accountability mechanisms.


What are the contract terms?


This is a part-time, remote consultancy contract for 15 months.


What will you do?


The Senior Legal Consultant will work closely with the Country Lead and be part of the PEJ Sudan Program team.

The Senior Legal Consultant will be responsible for the following activities:

  1. Convening an anti-corruption symposium for legal professionals;

  2. Designing anti-corruption training activities for lawyers;

  3. Facilitating long-term training of trainers (ToT) on an anti-corruption curriculum for lawyers; and

  4. Conducting specific training for lawyers on strategic litigation to tackle corruption.

  5. Provide mentoring and guidance to Sudanese project partners.

The Senior Legal Consultant will also be a part of PEJ's multicultural team and be expected to help make PEJ's work possible by writing concept notes and project proposals, supervising junior consultants and interns, and participating in PEJ's fundraising efforts.


Your talent and skills:


  • A law degree and current qualification as a lawyer.

  • A minimum of 7 years of legal experience in anti-corruption matters, including anti-corruption training, advisory, policy development, and project implementation.

  • Experience in developing training curricula and materials with anti-corruption content.

  • Experience mentoring and advising colleagues.

  • Experience working on sensitive issues in a variety of working contexts.

  • Ability to work independently.

  • Ability to work under high pressure or in complicated work environments.

  • Fluency in English is required.

  • Fluency in Arabic is an advantage.

  • Excellent practical knowledge of MS Office and Google Workspace.

  • Cultural, gender, religion, and age sensitivity and adaptability.
