How to Submit Claims to the Register for Damage for Ukraine
 

Project Expedite Justice and the All-Ukrainian Agrarian Council developed this Manual to help individual farmers prepare claims for the Register of Damage for Ukraine. It serves both agricultural claimants seeking compensation and the accountants, business managers, and lawyers assisting them.
 

The Manual explains why the Register matters for Ukraine’s agricultural sector, how the broader compensation mechanism is expected to work, and which currently open claim categories may apply to losses caused by Russia’s full-scale invasion.
 

It focuses in particular on Category A3.5, Loss of Individual Enterprise, which allows individual entrepreneurs, including farmers, to seek compensation for lost profits when shelling, destruction, occupation, or other war-related disruption makes business operations impossible. It explains the Register’s eligibility rules, outlines the documents and evidence claimants should gather, and walks users through the Diia submission process.
 

The Manual also offers practical guidance on documenting damage, preserving evidence, using tax, financial, and bank records, and presenting losses clearly and credibly. By helping claimants build stronger files and avoid common documentation gaps, it aims to support future compensation for individual farmers harmed by the war.
