About Project Expedite Justice

Project Expedite Justice (PEJ), founded in 2016, is a United States-based NGO with a 501(c)(3) charitable organization designation.

PEJ's mission is to use all available legal options to seek justice for individuals inadequately protected under the law, who cannot access legal resources, and who are exploited by governments, corporations, or others.

PEJ applies a novel, victim-centered approach to addressing mass atrocities. PEJ's 3-step model includes training, mentoring, and providing independent legal consulting. We partner with and train local lawyers and investigators to collect, analyze, and preserve evidence in accordance with international legal standards. Without evidence, there can be no accountability. We further build local capabilities and advance the justice process through case-specific mentoring and strategic guidance to local legal practitioners and investigators. Finally, we partner with local NGOs, pro bono law firms, and legal clinics to represent victims of international crimes and serious human rights abuses in court or alternative judicial mechanisms.

PEJ has projects in several countries. Our inclusive team includes people working remotely from Africa, Asia, Europe, South America, and the US. We are deeply committed to increasing opportunities for lawyers and other human rights defenders from the global majority or the Global South to participate in international rule-of-law-based nonprofit work. The Opportunity: Analyst

The Analyst, reporting directly to the Project Lead, supports complex case development by helping justice actors from four oblasts transform large volumes of investigative, testimonial, documentary, and open-source information into structured analytical products that support prosecutorial decision-making. Based in Ukraine (preferably), the Analyst identifies patterns, linkage evidence, perpetrator relationships, and evidentiary gaps across cases involving war crimes and crimes against humanity, helping justice actors develop stronger investigative and prosecutorial strategies.

The Analyst works closely with investigators, prosecutors, legal advisers, and OSINT specialists to strengthen case-building efforts through structured analysis, timeline development, case mapping, and evidentiary assessments. The role supports both ongoing case assistance and in-person mentorship missions, while also contributing analytical frameworks, methodologies, and practical examples for Justice Bootcamp activities and Digital Justice Hub resources.

About the Project

The Justice Bootcamps project is a national program designed to strengthen police, prosecutors, Ukraine Security Services (SSU), and judges (hereinafter, “justice actors”) practices across four frontline oblasts, where more war crimes reports have been recorded. This initiative delivers targeted workshops, providing technical assistance and operational support directly to justice actors handling war crimes and crimes against humanity cases. PEJ’s approach leads to immediate, targeted skill-building that increases capacity and equips frontline justice actors to prosecute Russian international crimes.

The project is structured around two mutually reinforcing goals: (1) strengthening frontline police, prosecutorial, and judicial capacity through intensive, practical Bootcamps and ongoing expert support; and (2) institutionalizing knowledge and skills within Ukrainian justice institutions to promote long-term sustainability, professional development, and interagency cooperation. Recognizing that needs vary across oblasts, the project tailors its activities to address priority challenges in each participating region. Through a practical “learn-by-doing” methodology, Justice Bootcamps supports justice actors to strengthen their ability to investigate, prosecute, and adjudicate war crimes and crimes against humanity, helping ensure meaningful access to justice for survivors in Ukraine.

Key Deliverables:

Analytical products (reports, charts, etc) supporting prosecutorial strategy, case development, and evidentiary assessments.
Crime patterns, contextual, and network analyses that identify relationships among incidents, perpetrators, units, organizations, and command structures.
Timelines, chronologies, case maps, linkage analyses, and structured case narratives.
Recommendations on evidentiary priorities, investigative opportunities, and case-building approaches.
Analytical frameworks, methodologies, tools, and instructional resources supporting mentorship activities, Justice Bootcamps, and Digital Justice Hub resources.
Contributions to project reporting, knowledge management, and lessons learned processes.

Key Responsibilities:

Strategic Analysis and Case Development

Conduct complex analysis of testimonial, documentary, videos, photos, and open-source evidence relating to war crimes and crimes against humanity.
Develop timelines, chronologies, incident reconstructions, and analytical products that support case progression and prosecutorial decision-making.
Identify patterns, trends, chain of command, and more broadly, relationships across incidents, perpetrators, military units, organizations, and geographic areas.
Support the development of linkage evidence and analytical products relevant to command responsibility and organizational responsibility theories.
Assess evidentiary strengths, weaknesses, and gaps and recommend investigative priorities and follow-up actions.
Assist justice actors in developing comprehensive case theories, evidentiary roadmaps, and prosecution-oriented analytical products.

Mentorship and Technical Assistance

Participate in mentorship missions and provide analytical support to justice actors.
Mentor investigators, prosecutors, and other justice actors on analytical methodologies used in complex international crimes investigations.
Support prosecutors and investigators in translating evidence into coherent and prosecutable case theories.
Facilitate multidisciplinary analysis involving investigators, legal advisers, and OSINT specialists.
Provide practical guidance on case mapping, linkage analysis, pattern identification, and structured case assessment methodologies.

Justice Bootcamp Support

Develop analytical exercises, case studies, practical examples, and instructional materials for Justice Bootcamp activities.
Contribute analytical frameworks, methodologies, and tools that support participant learning and practical application.
Identify recurring analytical challenges, capacity gaps, and lessons learned emerging from mentorship and case support activities.
Support the development and refinement of Digital Justice Hub analytical resources and reference materials.
Contribute subject matter expertise during Bootcamp sessions and technical discussions as required.

Documentation and Knowledge Management

Maintain organized records of analytical support activities and technical assistance provided.
Document methodologies, lessons learned, and good practices emerging from project activities.
Support the development of analytical templates, tools, and reference materials for use by justice actors and project teams.
Contribute to knowledge management processes designed to institutionalize analytical skills and methodologies within participating institutions.

Organizational Engagement and Reporting

Participate in relevant team meetings and reporting coordination calls.
Collaborate closely with legal, investigative, and OSINT team members to support integrated case development.
Contribute analytical inputs to project reports, activity summaries, and lessons learned documentation.
Support proposal development, concept notes, technical approaches, and fundraising materials as needed.
Support monitoring, evaluation, and learning activities through timely provision of analytical information and feedback.
Support other project-related activities and responsibilities as assigned.
