Russian Gray Grain Fleet
The Role of a Russian-Organized Fleet of Vessels in Exporting Pillaged Grain from Occupied Ukraine to Third Countries
During the early days of the occupation, Russian armed forces
and paramilitary groups inspected and, in several incidents, took over agricultural facilities, including those storing grain, vehicles, and valuable equipment. Logistical hubs located in Crimean ports, specifically Sevastopol, Feodosia, and Kerch, have played a crucial role in such pillage schemes.
Through these ports, Russia exported pillaged grain to third countries through a well-organized fleet of 56 vessels (referred to in this report as “the Russian Gray Grain Fleet”). The Russian Gray Grain Fleet uses Crimea as a logistical “gray hub” and hides their movements, ultimately funding Russia’s “occupation economy.”
The findings and analysis presented in this report, read in conjunction
with what happened in each oblast, are essential to understand the
full scope of the Russian policy to exploit and destabilize Ukraine for financial profit.
