A Practical Guide for Farmers Filing Claims with the Register of Damage

Project Expedite Justice developed this practical guide to support Ukrainian farmers and agricultural businesses in preparing and submitting claims for war-related losses to the Register of Damage. The Register, the official international recorder of claims concerning loss, damage, and harm caused by Russia’s aggression, is the first step in a broader compensation mechanism, though it does not itself decide or pay compensation.
 

The guide offers practical advice for building strong submissions. It explains who may file, which claim categories may apply, what evidence can support a claim, and how to submit through the Diia portal. It encourages claimants to describe their business and the damage in specific terms, connect each loss to supporting evidence, gather official records early, and submit separate claims where different categories or co-owners apply.
 

The guide stresses that claimants should not delay to file claims because the Register follows a victim-centered approach and recognizes that war may destroy records, block access to property, and disrupt official systems. Claimants, therefore, should submit what they reasonably have, explain missing documents, and use alternative evidence where needed.
